Rt Hon Sen David Ekwee Ethuro

The Rt Hon Sen David Ekwee Ethuro was first elected as the Member of Parliament for Turkana Central
Constituency in 1997. In 2013 he was elected the first speaker of the modern Senate in a bicameral Parliament
comprising the Senate and the National Assembly under the new constitution of Kenya 2010.Prior to this, he had
served as an Assistant Minister in the ministries of Labour & Human Resource Development and Planning and
National Development. As a Member of Parliament, the Rt Hon Ethuro was instrumental in the development of
legislation, chairing various Parliamentary committees and playing pivotal roles in the establishment of the
Pastoralists’ Parliamentary Group; The Children’s Parliamentary Network; The Kenya Women Parliamentary
Association; The Parliamentary Network on Poverty Reduction & MDGs and the Parliamentary Committee to
investigate Illegal Organizations and the Eradication of Cattle Rustling.
Rt Hon Ethuro is a defender of human rights and good governance and stands up for the vulnerable, especially
minorities and marginalized communities (indigenous peoples), including women, children, and youth. He is also
a life member of the Commonwealth Parliamentary Association International and Co-President of the Kenya
chapter. Before joining politics, Rt Hon Ethuro was a development worker, including working as Oxfam GB
Deputy Country Director, before joining Parliament in 1997. He has also worked as a Research Scientist with the
Kenya Agricultural Research Institute specializing in Livestock socioeconomics.
Rt Hon Ethuro holds a Bachelor of Science degree from the University of Nairobi, Master of Science in Applied
Economics from Clemson University, USA, and is currently pursuing a PhD in Leadership and Management at the
Management University of Africa. His PhD thesis examines the ‘Role of leadership in nurturing institutions to
deliver: The case of Kenya’s devolved institutions
