David Otto is an International Counter Terrorism & Organised Crime Specialist. He is an active Consultant,
Trainer and Capacity Building Specialist for NATO, UN, USAAFRICOM & DOD and other corporate bodies on
trends analysis on Africa Terror Networks. He is a pioneer expert for the Interpol Global Counter Terrorism
Strategy set up by a group of five globally accredited Subject matter experts. He contributes towards the shaping
of Africa Counter Terrorism Strategy in the Lake Chad region, Great Lakes region, Sahel region and the Horn of
Africa.
He was the lead consultant for Counter Terrorism programme design for Global Risk International UK Ltd. He has
been researching on Africa Terror Networks for the past 15yrs and has developed a huge network in the Continent. He is a team member of the counter-Terrorism researchers and trainers for the Anti-Terrorism
Accreditation Board (ATAB).
David has a BA-Hons in Law and Criminology (UK). He holds a Master of Science (MSc) in Counter Terrorism
and Organised Crime (UK) and a certificate in Certified Field Criminalistics (Mexico).He is a Certified Master
Anti-Terrorism Specialist (CMAS),a Certified Anti-Terrorism Specialist (CAS) and also a Certified Financial Crime
Examiner (CFCE) with ATAB. He is a visiting Professor at East China University of Political Science and Law
